4. Why support varies by country
The mobile phone market is complex. When a phone model is brought to market in a specific country it may be as:
an open market device, with no specific operator tie-in
an operator supported device with exclusive tie-in, for a limited time or for all time
an operator supported device without exclusivity available through one or more operators, and possibly also as an open market device
Depending on how the phone is launched, the customer relationship may be directly with the manufacturer (open market device), with a retailer (open market device), or directly with an operator (operator supported device).
Supplying firmware updates for operator supported devices requires agreement between the manufacturer and (one or more) operators. Supplying firmware updates for an open market device in a market where the device is also operator supported may also require agreement between the manufacturer and operators. Willingness to allow this service varies in different markets.
Typically, operator reluctance is based on the risk of customers deleting their data, or rendering their phones inoperable if a fatal error occurs during the update process.
Samsung’s Home Update service is therefore only available in selected countries and regions.
