01 and 00xx will not use dialer, calls will go through local GSM (User's own number)

Thank you, but I think you misunderstood my requirement (or I was not clear enough...)

    2. prefixes 01, 00 (except 0033) => block the call (for instance by redirecting it to the caller's own number)

Actually, I want 01 and 00xx to use the dialer in a way such that numbers with these prefixes are blocked by the dialer, meaning that such numbers are "forbidden numbers" and cannot be reached with a GSM equipped with the dialer.
With your tip - please correct me if I'm wrong - numbers with prefixes 01 and 00xx will however bypass the dialer since they are not affected by the dialer settings. Your tip meets my requirements 1, 3 and 4 but not 2 (see my previous posting for the definition of my requirements).

I am not aware of a BB09 function to block calls to defined prefixes. (maybe a suggestion for future dialer models?)
That's why I made my own blocking function by defining Acc2 such that calls to 01 and 00xx are redirected to my own number (from which the call is issued), resulting in a "busy line" for the caller.

In concrete terms, suppose my own GSM number is 0172-1234567 (a typical german GSM number). An attempt to call 0044-7654321 will then result in dialing my own number 0172-1234567 and since this number is "on air", I get a "busy" signal - that's fine and I managed to actually block the call to the "forbidden number" 0044-7654321.

It is actually not necessary that calls to the "forbidden numbers" are redirected to my own GSM number, alternatively they could also be redirected to another non-forbidden number which can be defined in the dialer settings.

I still believe that all my requirements 1 to 4 together cannot be met with the BB09 (because I additionally need an Acc3 rule while the BB09 only has Acc1 and Acc2), but of course I would be happy if somebody finds a solution.
    But what about the BB10?
